First report from the Observatoire de la finance durable’s Scientific and Expert Committee
Four months after the launch of the Observatoire de la Finance Durable at Climate Finance Day, the Scientific and Expert Committee has issued its first recommendations. The publication of this first report, which is freely accessible on the Observatoire, confirms the transparency of the initiative and the role of the independent Scientific and Expert Committee in ensuring the Observatoire’s integrity and rigor. Drawing on the expertise of its members, this preliminary report, which will be supplemented by a second part before the summer, focuses on the coal and climate indicators. It puts forward sixteen recommendations, highlighting five key principles to be followed by the Observatory: transparency, readability, coherence, reliability and relevance.Concerning the coal indicator:With this report, the Committee wishes to make up for the initial absence of a framework for the publication of sectoral policies relating to coal. The aim is to support industry federations in publishing harmonized data on coal phase-out, in order toavoid the implementation of differentiated strategies and ambitions. These recommendations therefore contribute to the development of a common basis of commitment shared by all.Concerning climate indicators:Based on the July 2, 2019 declaration de Place, the cornerstone of the Observatoire de la finance durable, the Committee has clarified the climate indicators. These indicators, making it possible to track progress in green finance and sustainable finance, must respond to three major challenges:
- stepping up support for companies and individuals in their transition to a low-carbon model ;
- increasing the mobilization of capital for the low-carbon transition;
- continuing efforts to reduce the financing of the most climate-impacting activities.
Over the next few weeks, the Observatory’s COPIL will be studying the recommendations in order to provide input for the Observatory’s next publication, and will produce a response to these recommendations by June.
